The City of St. Paul is studying its zoning laws in response to the housing shortage. The 1-4 Unit Housing Study is evaluating the potential to create more smaller, multi-family housing types that are missing across the city, such as duplexes, triplexes, fourplexes, townhomes and cluster/cottage homes.
