The Highland District Council established a temporary committee on Election Procedures and Grid Alignment (EPGA) that met on December 7, 2017 and January 10, 2018 which set guidelines for a new grid map, wrote language for an amendment to bylaws needed to implement the grid map, and defined election procedures for the 2018 Annual Meeting.
The bylaws were amended in 2018 because instituting a new grid map under the existing bylaws would have shortened the term of some grid representatives in violation of Article 4.3.
In accordance with Article 9 of the bylaws the amendment was presented and subsequently approved by Members (community members, as defined by the bylaws) at the HDC Annual Meeting on April 18, 2018.
The main goal for establishing a new map was to realign grids to better represent changes in neighborhood population, since to the best of our knowledge, the current grid alignment dates back to 1990.
The new grid map was reviewed by the HDC Board of Directors at the September 2018 Board retreat, and voted upon and approved at the November 15th HDC Board meeting. The map was worked on by Board volunteers in conjunction with the City of Saint Paul and allows the ability to type in your address and identify what grid you live in.
