General Information

The Highland District Council (District 15 – St. Paul, MN) is comprised of 12 board members representing small geographic areas, four at-large representatives, two alternates, and area business representatives.

Board and committee meetings are open to the community. If you have a specific concern that you would like to have addressed, please contact the Highland District Council office.

District Council Committees

The Transportation Committee is responsible for all transportation related matters affecting the Highland Area, including, but not limited to, traffic (vehicular and pedestrian), parking, transit, and airport noise.

The Community Engagement Committee is responsible for all recreation, social services, crime prevention, and environmental matters affecting the Highland Area, and as well as public safety matters affecting the Highland Area that are not otherwise within the jurisdiction of the Transportation Committee.

The Community Development Committee is responsible for all zoning, housing, building code, business, and economic development matters affecting the Highland Area.
