The Highland District Council’s (District 15 – Saint Paul, MN) mission is to foster opportunities for the people that live, learn, work and play in Highland Park to engage and connect with neighbors, businesses and local government and to help build a more vibrant, welcoming, and safe neighborhood.

Board and committee meetings are open to the community. If you have a specific concern that you would like to have addressed, please contact the Highland District Council office.

Highland District Council Board Meetings typically are held on the 1st Thursday of each month, usually at Hillcrest Recreation Center.

History of the District Council 

District planning began to be discussed in the late summer and fall of 1976. Meetings were held in the community to inform residents and business owners about the planning process. In December 1976 and January 1977 a District 15 Planning Committee was formed. The Highland District Council was formally incorporated on January 6, 1989.
