Transportation Committee Meeting,   September 30, 2009

The meeting was called to order at 6:30 P.M. The following members were present:

Tim Puffer                                           Luba Hickey                           Justin Richgels           

Ginny Pease                                        Ray Cleveland           

                                   

Last months meeting minutes were approved by voice acclamation.

 

New Business:

A Motion was made to request the meeting time to be changed to Tuesday night instead of Wednesday night. It was discussed that the Exec Mtg is on Tuesday however it was clarified that the Exec Mtg is the in the week before the Transportation Mtg.

 

The Motion was second and vote was taken. All present agreed to the change. Two e-mail requests were made by absent members. The change to Tuesday night is agreed upon by majority. 

 

Ongoing Business:

Walgreens to include in the site plan the appropriate number and the appropriate size of speed bumps in the adjacent alley from Cleveland to Finn St.

The Motion was seconded and vote was all in favor to present the request. Action: Kathy Carruth to forward the request.

 

Discussion of the traffic concerns along St. Paul Ave. To address the speeding concern a portable traffic sign can be requested from Public Works Department.

30Sep09: Will discuss at next mtg when the city reps are present.

 

Discussion of tree foliage covering traffic signs specifically at Macalester and Highland Pkwy. The City of St. Paul complaint web site takes reports for foliage covering traffic signs. Anyone can report this traffic safety issue on this web site to correct this type

of  hazard.

30 Sep09: It was further discussed that the City of St. Paul web-site should be used to log this complaint. Reports for foliage covering traffic signs foliage should be entered on the web-site so the city is notified to correct the issue.

 

Traffic concerns:  Several traffic concerns were raised at Grid 9 Block Party.

1). Speeding on Edgecombe and St. Paul Ave. The transition as drivers either leaving or    approaching the highway traffic contributes to the excessive speeding.

            ACTION: Ask Paul St. Martin about a study of speeding in this area.

            ACTION: A large number of traffic citations have been issued this year along St.                                            Paul Ave.

            

2). Trucks driving on the non-designated truck routes.

            ACTION: Kathy Carruth to e-mail CMD Pye to request information on      Commercial vehicle enforcement. Since this a state trooper jurisdiction and not the    city jurisdiction.

            ACTION: Accurately identifying the truck and time of observation will help in

             addressing this concern.

Timing of the traffic lights at Ford Pkwy and Cleveland Ave.

Discussion of ideas to increase flow and maintain pedestrian safety. Fiber optic timing technology is expected in 2012.

 

The meeting was adjourned at 7:00 P.M. 

Next meeting is scheduled for TUESDAY, October 27, 2009 at 6:30 PM.
