The Highland District Council (District 15 - Saint Paul, MN) is an organization providing a neighborhood voice in decisions made by the City of Saint Paul and the State of Minnesota.

Highland District Council Board Meetings typically are held on the 1st Thursday of each month, usually at Hillcrest Recreation Center.
History of the Highland District Council
District planning began to be discussed in the late summer and fall of 1976. Meetings were held in the community to inform residents and business owners about the planning process. In December 1976 and January 1977 a District 15 Planning Committee was formed. The Highland District Council was formally incorporated on January 6, 1989.
