What is the Highland District Council?

The Highland District Council (HDC) is one of seventeen neighborhood district councils established by the City of Saint Paul in 1975 to plan and advise the City Council on the physical, economic and social development of its area as well as on citywide issues. In addition, the councils identify neighborhood needs, initiate programs to meet those needs, and recruit the volunteers necessary to implement the programs. The HDC represents District 15.

Who makes up the HDC?

Each district council hires its own Community Organizer. Most district councils also hire a Crime Prevention Coordinator. The HDC Board of Directors is comprised of community volunteers elected to serve two-year terms. The board includes twelve grid representatives, four at-large representatives, two alternates and representatives from the Highland Business Association and the West End Business Association. Members serve on one or more of the HDC committees: community development, community services, and transportation.

How is the HDC Board of Directors elected?

Board members are elected at the HDC annual meeting. Those members representing even numbered grids are elected in even numbered years; those representing odd numbered grids are elected in odd numbered years. Three residents from the grid must be present and eligible in order to hold a grid election. Two at-large members are elected each year. Three District 15 residents must be present and eligible to hold an at-large election. Alternates are nominated and appointed by the Board of Directors at its first regularly scheduled meeting following the annual meeting.

When does the HDC Board of Directors meet?

The HDC board typically meets the first Thursday of the month at 7:00 p.m. However, this meeting time is subject occasional change, so please check the Board Calendar. The meetings are held at the Hillcrest Recreation Center at 1978 Ford Parkway. All meetings are open to the public, and Highland residents are encouraged to attend.

How do I participate in the HDC?

At every HDC board meeting, there is time set aside for "Community Forum" or you can attend the appropriate committee meeting. There are committees which address transportation, community development, and community services. All residents of District 15 are encouraged to participate in the HDC as a board or committee member, a volunteer for Council projects, or by attending board and committee meetings. How can I get a recycling container?

You may pick up a recycling container at the Hillcrest Recreation Center's front desk. Ask the person on duty for a recycling container. There is no charge for these handy containers.
