Ramsey County is planning a street resurfacing on Cleveland Avenue between Randolph and Summit Avenues during the summer of 2015. The City is proposing to implement bicycle lanes on Cleveland Avenue between Highland Parkway and Summit Avenue as a component of this project.
This segment of Cleveland is identified in the Saint Paul Bicycle Plan, and provides important connections between existing bicycle facilities on Summit and Jefferson Avenues, and the campuses of St. Thomas and St. Kate’s.
Proposed Parking Changes
To implement dedicated bicycle lanes, all existing parking on the west side of Cleveland between Grand and James Avenues must be removed, except for parking bays south of Grand and St. Clair Avenues. Parking must also be removed on the east side of Cleveland between James and Randolph Avenues.
City staff conducted parking counts along Cleveland Avenue at representative time periods to capture data on parking utilization. You may download the results of these parking counts here.
