In December 2012, the Saint Paul Planning Commission initiated a planning update of the Shepard Davern Small Area Plan as an addendum of the Highland Park District Plan, and initiated a zoning study to consider potential rezoning of some properties in the same area. Over 13 months, city staff worked with a Shepard Davern community task force to identify priorities to guide future planning, civic investments and land use. This work will be advanced through a revised plan update and rezoning of some properties.
